Mix cream cheese and mayonnaise together leaving some chunks of cream cheese. Chop artichoke bottoms. Add remaining ingredients other than kale shoots and mix well.
Add mix to an oven-ready dish and bake at 350F for 15 minutes in a shallow water bath. Once hot, remove from oven, top with kale shoots for garnish and serve with desired chips/bread/crackers.
